(5) The State Superintendent of Schools;

(6) The Chairman of the Judicial Proceedings
Committee of the State Senate;

(7) The Chairman of the Committee on Constitutional
and Administrative Law of the State House of Delegates; and

(8) The Chairman of the Motor Vehicles Subcommittee
of the Judiciary Committee of the House of Delegates.

(b) The Governor may appoint any additional members he
considers appropriate, to serve at the pleasure of the Governor.

(c) Any member of the Committee may designate from time to
time an individual to serve temporarily as his alternate.]

[2-407.

The Committee shall act as the central coordinating agency
in the planning and execution of highway safety programs. It does
not have any power or duty vested in any other agency of State
government.]

[2-408.

The Director of the Division of Transportation Safety of the
Department is the Executive Director of the Committee. The
Executive Director serves as the administrative officer for the
Committee and is in general charge of the work of the Committee.
The Executive Director shall develop, plan, and execute the
functions and duties that the Committee requires under this
article.]

[2-409.

The Committee shall meet at the call of its Chairman.]

SECTION 3 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1988.
