(e) In any case subject to this section, the procedures of
§ 3-2A-06(f) of this subtitle shall apply.
SECTION 2. AND BE IT FURTHER ENACTED, That Section 3-2A-06A
of the Courts Article, as enacted by Chapter 596 of the Laws of
Maryland of 1987, shall be construed retroactively and shall be
applied to and interpreted to affect all claims under Title 3,
Subtitle 2A of the Courts Article regardless of when the claim
arose.
SECTION 3. AND BE IT FURTHER ENACTED, That nothing
contained in this Act shall be construed or applied to or
interpreted to retroactively apply the procedures of § 3-2A-06(f)
of the Courts Article, as enacted by Chapter 596 of the Acts of
the General Assembly of 1987, to claims arising from events
occurring before July 1, 1987.

SECTION 3. 4. AND BE IT FURTHER ENACTED, That this Act is
an emergency measure, is necessary for the immediate preservation
of the public health and safety, has been passed by a yea and nay
vote supported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, and shall take effect
from the date it is enacted.
