(a) This section does not apply to any capital expenditures
[for State roads, bridges, or highways] by the Department of
Transportation or the Maryland Transportation Authority, IN
CONNECTION WITH STATE ROADS, BRIDGES, OR HIGHWAYS.

(f) This section does not apply to any lease or other
temporary transfer, grant, or disposition of State real or
personal property in connection with a procurement made subject
to [§ ll-103(a)(2)] § 11-202(3) of this article.
11-203.
(a) Except as provided in subsection (b) of this section,
this Division II does not apply to:
(1) procurement by:
(vii) the Maryland Food Center Authority, to
the extent the Authority is exempt under Title [6] 13, Subtitle 1
of Article [41A] 41 of the Code;

(b) A person is subject to debarment under this subtitle if
the person, an officer, partner, controlling stockholder, or
principal of that person, or any other person substantially
involved in that person's contracting activities:
(4) has been convicted of conspiracy to commit an act
or omission that constitutes grounds for conviction under any
statute described in [subitem (i), (ii), or (iii) of this item]

(d) (2) The Administration may award contracts in
accordance with [Divisions II and III] DIVISION II of the State
Finance and Procurement Article out of the appropriation to the
Department from the funds available in the Motorcycle Safety
Program Account for the procurement of services and products to
be used to achieve the purpose of the Motorcycle Safety Program.
SECTION 2. AND BE IT FURTHER ENACTED, That the provisions
of this Act are intended solely to correct references and delete
