THE SELECTION BOARDS SHALL ADOPT REGULATIONS THAT PROVIDE
SUBSTANTIALLY SIMILAR PROCEDURES TO CARRY OUT THIS SUBTITLE.
(B) POLICY.
THE PROCEDURES OF EACH SELECTION BOARD SHALL ENSURE THAT A
RECOMMENDATION TO THE BOARD OF PUBLIC WORKS FOR THE AWARD OF A
PROCUREMENT CONTRACT FOR ARCHITECTURAL OR ENGINEERING SERVICES
COSTING OVER $100,000 IS MADE ON A COMPETITIVE BASIS AND INCLUDES
AN EVALUATION OF THE TECHNICAL PROPOSALS AND QUALIFICATIONS OF AT
LEAST 2 PERSONS.
REVISOR'S NOTE: This section is new language derived
without substantive change from former SF §§ 11-153,
ll-157(a)(1), 11-171, and ll-175(a)(1) .
In subsection (a) of this section, the reference to
"this subtitle" is substituted for the former
references to "this Part XIV" and "this Part XV". See
revisor's note to § 13-301(a) of this subtitle.
Also in subsection (a) of this section, the former
cross references to regulations adopted under "this
section [former § 11-153] and ... § 11-172" and under
"this section [former § 11-171] and ... § 11-153" are
deleted as unnecessary in light of the consolidation
of former §§ 11-153 and 11-171 in this revised
section. In any event, the former cross reference to
"§ 11-172" seemed to be erroneous.
Subsection (b) of this section is revised to indicate
that the procedures of the Selection Boards must
comply to certain requirements in order to achieve the
end result — i.e., to recommend to the Board of
Public Works the name of a contractor for the award of
a procurement contract for architectural services or
engineering services. This revision clarifies that
all procedures in this subtitle are an a;d in making
the recommendation to the Board of Public Works, which
is set forth as a substantive requirement in § 13-315
of this subtitle.
