Former SF § 11-101(m)(1), which defined "[c]ontractor"
as "a person having a contract with a State agency",
is deleted as surplusage.

Former SF § ll-l0l(m)(2), which stated that
"'[contractor' does not include an employee with an
employment contract or an employee organization with a
collective bargaining agreement", is deleted as
unnecessary since § ll-l0l(m)(2) of this revised
section excludes "a collective bargaining agreement
with an employee organization" from the definition of
a "procurement contract".

Former SF § ll-101(o), which defined the word
"[c]ontrol" as "the power to supervise, regulate and
command" and "the authority to approve or disapprove
an action", is deleted as unnecessary since that
definition did not add to the meaning of the word
"control" as it is commonly understood.

Former SF § ll-101(u), which defined "[i]ncludes" and
"including", is deleted as unnecessary in light of
Art. 1, § 30 of the Code.

Former SF § ll-101(v), which defined the word
"[l]ease" as "a contract under which the State uses
real or personal property to which the State does . not
have title", is deleted as unnecessary since that
definition did not add to the meaning of the word
"lease" as it is commonly understood.

Former SF § ll-l0l(bb), which defined "[p]rocurement
agency head" as "the head of a procurement agency", is
deleted as surplusage.

Former SF § ll-l0l(ee), which defined "[r]egulation"
as having "the meaning stated in § 10-101 of the State
Government Article", is deleted as surplusage.
