In item (3) of this subsection, the word "written",
which formerly modified "determinations" and possibly
"findings", is deleted as unnecessary in light of the
substantive requirement, in § 11-207(1) and (2) of
this title, that determinations be in writing and
based on written findings.

The only other changes are in style.

(O) PROPOSAL.

"PROPOSAL" MEANS A RESPONSE TO ANY SOLICITATION OTHER THAN
AN INVITATION FOR BIDS.

REVISOR'S NOTE: This subsection is new language derived
without substantive change from former SF §
ll-l01(dd).

The former reference to a response "by a person" is
deleted as surplusage.

The former reference to "this part of this subtitle"
is deleted as meaningless. That reference seemed to
be a limitation on the scope of a "proposal", but none
of the provisions in that former Part related to
proposals.

(P) REQUEST FOR PROPOSALS.

"REQUEST FOR PROPOSALS" MEANS ANY DOCUMENT USED FOR
SOLICITING PROPOSALS.
