or is required in order to be consistent with applicable federal
law, regulation, or relevant judicial decision.
(i) (1) Notwithstanding any other provisions of this
section, any funds credited to this Account for purposes of the
Maryland Stadium Authority may only be transferred from this
Account by an appropriation in the budget bill or, with the
approval of the Legislative Policy Committee, by budget
amendment.
(2) The unspent balance of any revenues for the
Maryland Stadium Authority shall revert to the General Fund 2
years after the end of the fiscal year in which the transfer was
made.
DRAFTER'S NOTE: Section 7-310 of the State Finance and
Procurement Article was amended by Chapters 11 and 124
of 1987. Subsequently, it was amended by Chapter 1 of
1988, a veto override Act (HB 1516 of 1987) which did
not take into account the effect of the two 1987 Acts.
In order to give effect to all three Acts, the
provisions of Section 7-310 are repealed and
reenacted, without amendments.
SECTION 2. AND BE IT FURTHER ENACTED, That the Drafter's
Notes contained in this Act are not law and may not be considered
to have been enacted as part of this Act.
SECTION 3. AND BE IT FURTHER ENACTED, That the provisions
of this Act are intended solely to correct technical errors in
the law and that there is no intent to revive or otherwise affect
law that is the subject of other acts, whether those acts were
signed by the Governor prior to or after the signing of this Act.
SECTION 4 3. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of
the public health and safety, has been passed by a yea and nay
vote supported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, and shall take effect
from the date it is enacted.
