SECTION 4. AND BE IT FURTHER ENACTED, That if any person
holding an office of profit within the meaning of Article 35 of
the Declaration of Rights, Constitution of Maryland, is appointed
to or otherwise becomes the holder of a second office within the
meaning of Article 35 of the Declaration of Rights, Constitution
of Maryland, then no compensation or other emolument, except
expenses incurred in connection with attendance at hearings,
meetings, field trips, and working sessions, shall be paid from
any funds appropriated by this bill to that person for any
