be it further enacted that
$500,000 of the State Use
Industries' debt to the general
fund shall be null and void if

State Use Industries is

successful in increasing inmate
employment from 839 to 1,050
inmates in State Use Industries'
work programs by June 30, 1989,
otherwise, interest on the debt
shall accrue at the rate that
would normally accrue on general
fund investments.................
