Special Fund Appropriation,
provided that no funds herein
appropriated may be expended to

support the proposed

International Division of the

Department of Economic and

Employment Development unless the
budget committees approve a plan
of operations for that division.

29.04.00.02 Port Facilities and Capital

Equipment

Special Fund Appropriation,

provided that $2 million for

reconstruction of the Dundalk

Marine Terminal may not be

expended until the budget

committees (1) receive a detailed
briefing on the project and (2)

approve the project, provided

that $2,000,000 of this

appropriation for the purpose of
reconstruction of the Dundalk
Marine Terminal may be expended
only if the total amount of
combined container and automobile
cargo tonnage moving through
administration facilities for the
twelve months ending September
30, 1988 exceeds by at least four
percent the total amount of
combined container and automobile
cargo tonnage moved through those
facilities during the 12 months
ending September 30, 1987........
