otherwise affect law that is the subject of other acts, whether
those acts were signed by the Governor prior to or after the
signing of this Act.
SECTION 13. 15. AND BE IT FURTHER ENACTED, That this Act
is an emergency measure, is necessary for the immediate
preservation of the public health and safety, has been passed by
a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, and
Sections 1 and 3 through 12 14 shall take effect from the date
it is enacted.
SECTION 14. 16. AND BE IT FURTHER ENACTED, That Section
2 of this Act shall take effect July 1, 1988.

(Senate Bill 88)
AN ACT concerning
Racing - Intertrack Wagering
FOR the purpose of authorizing the Racing Commission to establish
a system of intertrack wagering between mile thoroughbred
tracks and to authorize intertrack wagering if approval is
given by certain tracks and organizations; requiring
intertrack wagering to be done on the premises of a certain
track; providing for the allocation of the intertrack
wagering mutuel pools, the transmission and use of the
pari-mutuel information, and the jurisdiction of the
Commission; requiring the track conducting the racing to
transmit a live simulcast of each race; providing for the
construction of this Act concerning wagering at the sending
track and certain track employees; requiring the Commission
to adopt certain regulations; requiring the Commission to
make a certain report each year to the General Assembly;
requiring approval by the General Assembly before certain
regulations may be adopted or certain other regulations may
be proposed by the Commission; defining certain terms;
making this Act an emergency measure; and generally relating
to intertrack wagering on thoroughbred horse races in the
State.
