13-301.

(d) (1) "Group home" means a housing facility offering:

[(1)] (I) Common, shared or independent living,
dining, kitchen, sanitary, and sleeping facilities; and

[(2)] (II) Supportive services or supervisory
personnel to individuals with special housing needs where the
individuals are not related to the group home sponsor. Group
home shall include emergency and temporary housing facilities.

[(e)] (2) Emergency and temporary housing facilities for
homeless persons may be financed as a group home and need not
include all of the facilities described in [subsection (d)(1) of
this section] PARAGRAPH (1)(I) OF THIS SUBSECTION.

The purpose of the Program is to:

(1)  Stimulate the production of rental housing in
this [State] STATE, including conversion of existing rental
[housing] HOUSING, for occupancy by elderly households;

(2)  Increase the supply of decent, safe, and sanitary
rental housing at costs that are affordable to low income elderly
households in this State;

(3)  Use available resources to serve households most
in need; and

(4)  Relieve conditions of unemployment in this State
by stimulating the construction or substantial rehabilitation of
elderly rental housing or the conversion of existing rental
housing for occupancy by elderly households.
