(a)  The Dorchester County Sanitary [District] DISTRICT,
Inc., may:

(1)  Construct, buy, own, hold, lease, repair,
maintain, improve, and operate a shared facility; and

(2)  Contract with any person, any agency of the
federal government or this State, or any municipality for
services that relate to the facility.
