Ch. 6

LAWS OF MARYLAND

The General Assembly finds that the management of stormwater
runoff is necessary to reduce stream channel erosion, pollution,
siltation and sedimentation, and local flooding, all of which
have adverse impacts on the water and land resources of Maryland.
The General Assembly [intends] INTENDS, by enactment of this
subtitle, to reduce as nearly as possible the adverse effects of
stormwater runoff and to safeguard life, limb, property, and
public welfare.

4-311.

Any person who has the riparian right to use water in the]
Severn River Watershed for agricultural purposes[,] may not lose
this right because the State or local government or any of their
units [condemn his] CONDEMNS THE PERSON'S land.

authorized by a permit issued under § 9-323 of [the Environment
Article] THIS ARTICLE, it is unlawful for any person to discharge
or permit the discharge of oil in any manner into or on waters of
the State.
