(b) (1) The Council shall adopt regulations for all
correctional institutions in the Division of [Corrections]
CORRECTION for the implementation of a mandatory education
program for all inmates who fail to attain a minimum educational
standard as set forth in this subsection.

(2) The regulations adopted by the Council shall
require that:

(iii) Any inmate who is not exempted under
[paragraph 3. of subparagraph (ii)] SUBPARAGRAPH (II)3. of this
subsection shall participate in the mandatory education program
for at least 90 calendar days.

(b) (3) The following officials shall serve ex officio and
each may designate someone to serve in his place:

(i) The State Superintendent of Schools;

(ii) The Secretary of Health and Mental
Hygiene;

(iii) The Director of the Juvenile Services
Agency;

(iv) The [Assistant] DEPUTY Secretary for
[Mental] PUBLIC Health[, Addictions and Developmental
Disabilities] SERVICES;
