INTO A CONTRACT TO PROVIDE PRACTICAL PLUMBING SERVICES WITHOUT
THE INSURANCE COVERAGE REQUIRED IN SUBSECTION (A) OF THIS
SECTION.
(H) ANY PERSON, FIRM, OR CORPORATION THAT KNOWINGLY AND
WILLFULLY PROVIDES PRACTICAL PLUMBING SERVICES WITHOUT THE
INSURANCE COVERAGE REQUIRED IN SUBSECTION (A) OF THIS SECTION
SHALL BE GUILTY OF A MISDEMEANOR AND, UPON CONVICTION THEREOF,
SHALL BE SUBJECT TO A FINE NOT TO EXCEED $1,000 OR IMPRISONMENT
NOT TO EXCEED 6 MONTHS, OR BOTH.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, it shall take effect from the date of its passage.

AN ACT concerning
Baltimore County - Alcoholic Beverages License -
Deluxe Restaurant
FOR the purpose of creating a 7-day Class BDR (deluxe restaurant)
(on-sale) beer, wine and liquor license for issuance in
Baltimore County; requiring that the applicant's restaurant
meets certain definition, seating, parking, expenditure, and
capital investment qualifications; prohibiting certain fast
food restaurants from being issued this license;
establishing a license fee; prohibiting certain transfers
and allowing certain renewals of this license; excepting
this license from certain quota provisions; providing for
the hours and days of sale under the license; limiting the
number of licenses available for issuance and the number of
licenses to be issued each year for a certain period of
time; providing that this license may be issued in addition
to other licenses; limiting the number of license's issued
to individuals or corporations; and generally relating to
the establishment of a Class BDR (deluxe restaurant)
(on-sale) beer, wine and liquor license in Baltimore County.
