under this Act relieves a person, firm, or corporation from
the surety bond requirements of any political subdivision
under local practical plumbing requirements; providing that
master plumbers who enter into contracts with a purchaser of
practical plumbing services are required to obtain insurance
under this Act; specifying that certain employers are not
required to obtain insurance in certain circumstances;
providing that the State Board of Commissioners of Practical
Plumbing may revoke a master plumber's license for failing
to comply with this Act; establishing a criminal penalty for
any person, firm, or corporation that willfully provides
practical plumbing services without obtaining insurance
required by this Act; providing that this Act is an
emergency measure; and generally relating to master plumber
licenses and insurance.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 56 - Licenses
462C.
(a) [Except as provided in subsection (e) of this section,
any person, firm, or corporation engaging in the business of
practical plumbing as a master plumber under this subtitle may
not undertake to do any plumbing work within this State unless
the person, firm, or corporation carries] A PERSON MAY PERFORM
PRACTICAL PLUMBING WORK ONLY IF THE PERSON IS COVERED BY:
(1) Self-insurance in amounts required by the
standards for self insurance established by the State Insurance
Commissioner; or
(2) (i) {General liability] LIABILITY insurance FOR
BODILY INJURY in the amount of at least $300,000; and
(ii) [Property damage] LIABILITY insurance FOR
PROPERTY DAMAGE in the amount of at least $100,000.
