of the foster parent did not contribute substantially to   the
bodily injury or property damage sustained.

(3) Reimbursement under this subsection shall be made

for all costs to a maximum amount of $5,000. However,     all

payments in excess of [$500] $2,000 require the approval of   the
Board of Public Works.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 73C - State Supplemental Compensation Plans

5.

(a) In this section, "State employees" means those officers
and employees of the State of Maryland who are paid through the
Central Payroll Bureau or are authorized to be paid through the
Central Payroll Bureau pursuant to § 38A of Article 64A. It
includes members of the General Assembly, judges of the Court of
Appeals, the Court of Special Appeals, the various circuit
courts, the District Court, the Maryland Tax Court, and the
various orphans' courts, and part-time and contractual employees
