AN ACT concerning

Racing Commission - Additional Employees

FOR the purpose of clarifying that a licensee shall pay for
contributions and payments for unemployment insurance and
benefits for certain additional employees employed at a
racetrack.

Preamble

WHEREAS, The Maryland Racing Commission is authorized to
employ certain employees deemed by the Commission to be essential
at, or in connection with, any race meeting to the best interest
of racing, including the performance of regulatory functions at
a racetrack; and

WHEREAS, It is the intent of the Legislature that a licensee
shall pay the actual reasonable expenses, compensation, and
contributions, including all contributions and payments for
unemployment insurance and benefits, for certain employees
employed at a racetrack; and

WHEREAS, The Maryland Racing Commission has determined that
a licensee shall be deemed to have agreed that it will pay such
expenses, compensation, and contributions as a condition
precedent to the privilege of receiving a license; and

WHEREAS, Historically, such expenses, compensation, and
contributions, including all contributions and payments for
unemployment insurance and benefits, have been paid by a
licensee; now, therefore,
