SECTION 7. 8. AND BE IT FURTHER ENACTED, That, subject to
Section 6 Sections 5 and 6 of this Act, this Act shall take
effect on July 1, 1987 contingent on sufficient funds, as
determined by the General Assembly, being appropriated to the
Comptroller in the Fiscal Year 1988 State Budget, in addition to
any other funds appropriated, for the purpose of providing the
necessary publicity during the amnesty period and hiring the
additional permanent personnel to strengthen the enforcement
following the amnesty period. If the appropriation specified in
this section is not made, this Act shall be null and void without
the necessity of further action by the General Assembly.
SECTION 12. AND BE IT FURTHER ENACTED, That that part of
Section 7 of this Act increasing a criminal fine and penalty
under Section 8-739 of the Natural Resources Article shall take
effect November 1, 1987 and be applicable to any tax due after
October 31 , 1987.
SECTION 13. AND BE IT FURTHER ENACTED, That the revenue
collected by the Secretary of Natural Resources pursuant to
Sections 4 and 5 of this Act from the amnesty program shall be
distributed in accordance with Title 8, Subtitle 7 of the Natural
Resources Article of the Annotated Code.
SECTION 14. AND BE IT FURTHER ENACTED, That Section 6 of
this Act shall take effect on June 1, 1987 and, subject to
Section 9 , 10 , and 12 of this Act, the other provisions of this
Act shall take effect on July 1, 1987.
SECTION 15. AND BE IT FURTHER ENACTED, That funds
appropriated to the Comptroller in the Fiscal Year 1988 State
Budget for the purposes of providing publicity during the amnesty
period shall also be used to publicize the amnesty program in the
Department of Natural Resources.
