AND

(5) SUBMIT ANNUALLY A BUDGET REFLECTING THE OPERATING
AND CAPITAL PROGRAM OF THE AUTHORITY TO THE DEPARTMENT OF BUDGET
AND FISCAL PLANNING FOR INCLUSION FOR INFORMATIONAL PURPOSES IN
THE STATE BUDGET BOOK.

(d) In the annual report required under § 13-719 of this
subtitle, the Authority shall include information on:

(1) Activities and events that occurred at Memorial
Stadium during the previous year;

(2) Efforts to solicit events and activities for
Memorial Stadium; [and]

(3)  Plans and goals for events and activities at
Memorial Stadium during the coming year; AND

(4)  THE AUTHORITY'S RECOMMENDATIONS, IF ANY, FOR THE
RECLAMATION OF THE MEMORIAL STADIUM SITE.

Article - State Finance and Procurement

11-202.                                                            

(a)  This Division II of this article applies to:

(1)  Every expenditure by a State agency for supplies,
services, and construction under any contract or similar business
agreement;                                 

(2)  Procurement by a State agency on behalf of
another governmental agency or any other entity; and

(3)  Procurement by the Maryland Automobile Insurance
Fund, the University of Maryland, and the Maryland Environmental

Trust, all of which are State agencies for the purposes of this
Division II of this article.

(b)  Except as provided in subsection [(e)](F) of this
section and §§ 13-405, 13-501, 18-501 through 18-515, 18-701
through 18-705, 19-106, and 19-206 of this Division II of this

article, this Division II of this article does not apply to:

(1) Contracts or like business agreements between a
State agency and another State agency or a political subdivision
of the State or other governments;
