however, that any authorized job
or position to be filled above
the 215 ceiling, including all
full-time equivalent positions,
as detailed above, is approved by
the Board of Public Works and
counted against the limitation
imposed by the General Assembly.
The establishment of new jobs or
positions not authorized in the
fiscal year 1988 budget shall be
subject to the State Finance and
Procurement Article, § 7-236, and
the limitation imposed by the
General Assembly.
