term there is a substantial risk
of a serious or long lasting
effect on the woman's future

All appropriations provided for the
program Medical Assistance

Provider Reimbursements -

32.17.01.03 are to be used only
for the purposes herein
appropriated, and there shall be
no budgetary transfer by budget
amendment or otherwise from this

program without the approval of

the Budget Committees.

Furthermore, it is the intent of
the General Assembly that the
appropriations for the Medical

Assistance Provider

Reimbursements Program be
expended in accordance with the
budget detail as presented to and
approved by the General Assembly.

Deviation from the budget

presentation should be solely due
to fluctuations in service cost,

enrollee utilization, or

enrollment. The department, may
not make a regulatory, policy, or
procedural change which has an
impact greater than $200,000 on
the program's budget, except to
the extent previously approved
through the appropriations
process. Changes in regulations

for the Medical Assistance

Program that require additional
expenditures for the subprogram,
shall be subject to the
provisions of § 7-235 of the
State Finance and Procurement

Article.
