, provided that $548,621 $298,621
of this amount be restricted to
use for local health planning and
furthermore that the same amount
be contingent upon enactment of
S.B. 818 or, if S.B. 818 is not
enacted, the amount be withheld
until the Budget Committees
review and approve a detailed
proposal for spending the funds.
The proposal shall describe:

1. the functions to be performed

  by local health planning

 entities;

2. the requirements a local
entity must meet to be designated
to perform local health planning;

3. the relationship of local
health planning entities to local
government;

4. a method for allocating State
funds; and

5. local financial participation

requirements.

The proposal shall be submitted to

the Budget Committees by July 1,
