Special Fund Appropriation,
provided that no funds may be

expended for airport noise

abatement to modify, purchase any
interest in, or in any way
provide compensation for any
dwelling constructed subject to a
variance granted by the Board of

Aircraft Zoning Appeals and

conditioned by an avigation

easement real property for which
a specific variance has been
granted by the Board of Airport
Zoning Appeals or that is

encumbered by an avigation

easement granted to the State
Aviation Administration.

And be it further provided that
construction of the proposed
runway improvements to extension

of General Aviation Runway

15L/33R and construction of a

parallel 10R/28L, may not

commence until the necessary
environmental process has been
accomplished, as required by
applicable federal regulations...
