Funds are appropriated in various
State agency budgets to pay for
services provided by this
program. Authorization is hereby
granted to use these receipts as
special funds for operating
expenses in this program.

It is the intent of the Budget
Committees that the Department of
Personnel and the Department of
Budget and Fiscal Planning
provide information on the
development of a new contract for
State employees health insurance.
Accordingly, after the request
for proposal is developed, the
departments shall report to the
Budget Committees on the overall
design of the health insurance
program to which contractors will

be asked to respond. The

departments should address

whether the recommendations of

the State Employees Health

Insurance Advisory Council will
be built into the request for
proposal and any other major
changes contemplated. After a
contractor is chosen, the
departments shall report on the
new contract, addressing State
costs, expected savings to result
from the new contract compared to

the previous contract and

provisions for controlling cost
growth. The departments are to
report as soon as practicable on
these developments, but on the
request for proposal no later
than May 15, 1987 and on the new
contract no later than September
1, 1987.
