24.06.00.01 Clerks of the Court

General Fund Appropriation,
provided that this appropriation,
made for the purpose of Clerks of

Court operations, may not be

expended until It is the intent
of the Budget Committees that the
Comptroller develops develop an
implementation plan for the full
participation of the clerks in
the budget process. The issues
addressed shall include, but not
be limited to: the development of
a uniform payroll system, uniform
personnel system, administration

of position control,

implementation of accepted

accounting procedures and

participation in the STARS
accounting system. The plan shall
be submitted to the Budget
Committees for review and ready
for implementation on July 1,
1987. The Comptroller shall
report periodically to the Budget
Committees during the 1988 fiscal
year on the transition of the
Clerks of Court from fee offices
to general funded offices. The
Comptroller shall determine the
level of compliance with the
implementation plan for full
participation in the budget
process and certify to the Budget
Committees which Clerks of Court,
if any, are not in compliance.
The Comptroller shall report on
the status of compliance by
October 1, 1987.
Further provided that $810,000,
made for the purpose of automated
indexing services may not be
expended until the Comptroller

certifies to the Budget

Committees and the Joint Budget
and Audit Committee that adequate
