a quorum for the transaction of any business. The
Advisory Council may adopt such other procedures
necessary to ensure the orderly transaction of
business.

(6)  The members of the Advisory Council may not receive
compensation for their services. The members may
be reimbursed for their reasonable expenses
incurred in the performance of duties, in
accordance with the standard travel regulations,
and as provided in the State budget.

(7)  The Department of Health and Mental    Hygiene shall
provide staff support necessary for   the completion
of the Advisory Council's duties and  as provided in
the State Budget.

Scope of the Advisory Council

The Advisory Council shall be the primary body to
recommend to the Governor policy regarding Acquired
Immune Deficiency Syndrome and shall include:

(1)  Investigating and exploring means by which State
and local governments and the private sector may
develop a partnership to interrupt the spread of
AIDS;

(2)  Developing and promoting public awareness and
educational activities designed for prevention of
the disease; and

(3)  Developing and making recommendations concerning
the care and treatment of individuals with the
disease;

(4)  Advising the Governor of appropriate steps State
officials need to take to implement the
recommendations of the Advisory Council; and

(5)  Advising any organization in Maryland that seeks
counsel on AIDS, including State and local
governments, the private sector, and non-profit
organizations; and

(6)  Perform other necessary duties as assigned by the
Governor.
