All Departments of the Executive Branch, all
Commissions, Boards, and all State Colleges and
Universities shall establish under the criteria of
Section 1 of the Executive Order guidelines of the
policy contained within and the mean for the
enforcement of the same by October 1, 1987. The
smoking policy review committee shall report to the
Secretary or Director for approval of the guidelines
and such guidelines must be accomplished under
existing resources.
(C) Enforcement of Smoking Policy
All employees share in the responsibility for
adhering to and enforcing this policy, and have the
responsibility for bringing it to the attention of
visitors. Any conflicts should be brought to the
attention of the appropriate supervisory personnel.
Noncompliance will be addressed the same as other
policy violations. Employee concerns about their
treatment under this policy or problems arising from
the implementation of this policy shall be resolved by
the Smoking Policy Review Committee. In the
development of specific guidelines or the resolution
of specific problems relating to the State's smoking
policy, the Committee shall give reasonable priority
to the needs of nonsmokers.

GOVERNOR'S ADVISORY COUNCIL ON
ACQUIRED IMMUNE DEFICIENCY SYNDROME
WHEREAS, The State of Maryland is concerned with enhancing and
protecting the health of all of the State's citizens; and
WHEREAS, The incidence of Acquired Immune Deficiency Syndrome
(AIDS) continues to increase dramatically; and
WHEREAS, Prevention is the only available method to arrest the
spread of the disease; and
WHEREAS, State and local governments, and the private sector need
to be informed about the facts of the disease, its
transmission, as well as proposed educational programs
designed to inform the general public about prevention; and
