WILLIAM DONALD SCHAEFER, Governor
01.01.1982.09 within the Executive Branch of the Government
to develop and coordinate establishment and operation of
Local Coordinating Councils for Residential Placement of
Handicapped Children in non-public facilities as well as
other tasks related to this function; and
WHEREAS, The State Coordinating Council on Residential Placement
of Handicapped Children has successfully implemented
coordinated procedures among programs formerly administered
individually by the Department of Health and Mental Hygiene,
the Department of Human Resources, and the State Board of
Education; and
WHEREAS, The services provided by the State Coordinating Council
on Residential Placement of Handicapped Children are deemed
necessary for the continued provision of high quality, cost
effective services for handicapped children in need of
residential placement in non-public facilities; and
WHEREAS, The Director of the Office for Handicapped Individuals
has served in an ex-officio capacity on the State
Coordinating Council on Residential Placement of Handicapped
Children; and
WHEREAS, The State of Maryland wishes to enhance services and
policies affecting disabled citizens; and
WHEREAS, The Office for Handicapped Individuals is charged with
monitoring and encouraging State government compliance with
laws and policies affecting handicapped individuals and
recommending changes on behalf of handicapped individuals
pursuant to Section 9-1105 of the State Government Article.
WHEREAS, The Governor has the power under Article II, Section 24
of the Maryland Constitution and Section 8-301 of the State
Government Article to order, not inconsistent with law, such
reorganizations as he may deem necessary and desirable.
NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE STATE
OF MARYLAND, PURSUANT TO THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY PROCLAIM THE
FOLLOWING ORDER AMENDING ORDER 01.01.1982.09:
[1.] A. There is a State Coordinating Council for
Residential Placement of Handicapped Children (the "State
Coordinating Council") within the OFFICE FOR HANDICAPPED
INDIVIDUALS IN THE Executive Branch of the Government.
[2.] B. The members of the State Coordinating Council are
the Secretary of the Department of Health and Mental
Hygiene, the Secretary of the Department of Human Resources,
and the State Superintendent of Schools, or their respective
