COMMENT ON ALL STATE PLANS IN THE STATE WHICH RELATE TO
PROGRAMS AFFECTING PERSONS WITH DEVELOPMENTAL DISABILITIES:

(4) SUBMIT TO THE SECRETARY OF THE FEDERAL DEPARTMENT
OF HEALTH AND HUMAN SERVICES, THROUGH THE GOVERNOR, SUCH
PERIODIC REPORTS ON ITS ACTIVITIES AS THE SECRETARY MAY
REASONABLY REQUEST, AND KEEP SUCH RECORDS AND AFFORD SUCH
ACCESS THERETO AS THE SECRETARY FINDS NECESSARY TO VERIFY
SUCH REPORTS.
(5) ADVOCATE, ON BEHALF OF DEVELOPMENTALLY DISABLED
CITIZENS WITHIN STATE GOVERNMENT.
E. THE COUNCIL SHALL PROMULGATE AND ADOPT A SET OF BY-LAWS
AND OPERATING PROCEDURES THAT ARE CONSISTENT WITH THE INTENT
OF THIS EXECUTIVE ORDER AND THESE BY-LAWS SHALL BE ON FILE
IN THE GOVERNOR'S APPOINTMENT OFFICE.
F. THIS EXECUTIVE ORDER IS EFFECTIVE IMMEDIATELY.

THE GOVERNOR'S COMMITTEE ON EMPLOYMENT OF THE HANDICAPPED
WHEREAS, The Governor's Committee on Employment of the
Handicapped was established by Executive Order 01.01.1986.15
as an agency housed within the Division of Vocational
Rehabilitation, Maryland State Department of Education to
promote meaningful employment opportunities 'for disabled
citizens as well as public awareness of issues faced by
disabled persons when seeking employment; and
WHEREAS, There is a continuing and substantial need for the
education of the public regarding the employment abilities
and capabilities of disabled persons; and
WHEREAS, The State of Maryland wishes to enhance services and
policies affecting disabled citizens; and
WHEREAS, The Office for Handicapped Individuals is charged with
monitoring and encouraging State government compliance with
laws and policies affecting handicapped individuals and
recommending changes on behalf of handicapped individuals
pursuant to Section 9-1105 of the Annotated Code of
Maryland; and
