(3) "HEALTH OFFICER" MEANS THE DIRECTOR OF THE
DEPARTMENT OF ENVIRONMENTAL PROTECTION AND RESOURCE MANAGEMENT IN
BALTIMORE COUNTY.
(b) The definitions in § 1-101 of this article do not apply
to the Compact set forth in this title.
1-301.
(A) The Secretary shall carry out and enforce the
provisions of this article and the rules and regulations adopted
under this article.
(B) THE SECRETARY MAY DELEGATE ANY DUTY, POWER, OR FUNCTION
AS PROVIDED IN THIS ARTICLE TO;
(1) A HEALTH OFFICER FOR BALTIMORE COUNTY A COUNTY;
OR
(2) ANY OTHER COUNTY OFFICIAL OF BALTIMORE COUNTY WHO
IS AUTHORIZED TO ADMINISTER AND ENFORCE ENVIRONMENTAL LAWS.
SECTION 3. 2. AND BE IT FURTHER ENACTED, That this Act is
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having,
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, it shall take effect from the date of its passage.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1303.
House Bill 1303 would grant the Circuit court "exclusive
original civil jurisdiction over all class actions, regardless of
the amount in controversy."
I have just signed into law Senate Bill 359, which provides
"in the case of a class action, the separate claims of the
proposed members of the class may be aggregated to meet the
minimum amount in controversy..." Presently, the minimum amount
