VETOES

AND PRELIMINARY INJUNCTIONS TO PREVENT PAYMENTS UNDER A CONTRACT
IN VIOLATION OF THIS SECTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
be construed only prospectively and may not be applied or
interpreted to have any effect upon or application to any
contract entered into prior to the effective date of this Act.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 695.

This bill excludes admission to Patuxent Institution for
persons serving two or more life sentences for murder or one or
more life sentences for first degree murder that results from a
court or jury finding that, beyond a reasonable doubt, one or
more aggravating circumstances existed.

Senate Bill 373, which was passed by the General Assembly
and signed by me on April 29, 1987, accomplishes the same
purpose. Therefore, it is not necessary for me to sign House
Bill 695.
