VETOES

(B) JUDICIAL REVIEW OF THE VALIDITY OF A CONVICTION IN
ANOTHER STATE REPORTED UNDER ARTICLE III OF THE COMPACT SHALL BE
LIMITED TO ESTABLISHING THE IDENTITY OF THE INDIVIDUAL WHO WAS
CONVICTED IN ANOTHER STATE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act may not
take effect until a similar Act is passed by at least one other
state or United States jurisdiction that is eligible to
participate in the Driver License Compact; that all other states
and United States jurisdictions eligible to participate in the
Driver License Compact are requested to concur in this Act of the
General Assembly of Maryland by the passage of a similar Act;
that the Department of Legislative Reference shall notify the
appropriate officials of other states and United States
jurisdictions of the passage of this Act; and that upon the
concurrence in this Act by at least one other state or United
States jurisdiction that is eligible to participate in the Driver
License Compact, the Governor of the State of Maryland shall
issue a proclamation declaring this Act valid and effective.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 589.

House Bill 589 amends § 11-304 of the Commercial Law
Article, a portion of the Gasohol and Gasoline Products Marketing
Act. The legislation would prohibit a distributor from requiring
a service station dealer to keep the station open for business
for more than 18 hours a day, regardless of any marketing
agreement, unless the distributor installs a cashier's booth or
kiosk that is equipped with bullet resistant glass, metal doors,
and brick or cinderblock and with doors equipped with heavy duty
bolts and operator-controlled locks. In addition, the booth or
kiosk must have a telephone, a security dash drawer or carousel,
adequate lighting, remote-controlled pre-paid capability pumps,
and security safes or drop boxes.
