shelters and domestic violence programs established under Title
4, Subtitle 5 of this article; and

(4) the County Executive shall prepare and make
available an annual report on or before December 1 of each year
on the disposition of fees collected under this subsection during
the previous fiscal year.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987 is declared to be an emergency measure

and necessary for the immediate preservation of the public health

and safety and having been passed by a yea and nay vote supported

by three-fifths of all the members elected to each of the two

Houses of the General Assembly, it shall take effect from the
date of its passage.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 554.

This pension bill provides that Community Action Agencies
may join the Maryland State Retirement and Pension Systems as
participating municipal corporations.

Senate Bill 387, which was passed by the General Assembly
and signed by me on May 14, 1987, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 554.
