(2) THE ANIMAL IS CONFINED BY A CONTAINER, CAGE,
HARNESS, COLLAR, OR OTHER DEVICE DESIGNED TO SAFELY PREVENT THE
ANIMAL FROM FALLING OR JUMPING FROM THE MOTOR VEHICLE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 520.

This bill repeals the $15 limitation on the additional
marriage license fee which may be imposed by Baltimore County to
fund domestic violence programs and permit the County to charge a
maximum $25 fee authorized for all other jurisdictions except
Howard County.

Senate Bill 765, which was passed by the General Assembly
and signed by me on April 29, 1987, accomplishes the same
purpose. Therefore, it is not necessary for me to sign House
Bill 520.
