Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 499.
This bill prohibits a person from leaving an unattended
animal in a parked or standing vehicle if it endangers the
animal's health or safety.
Senate Bill 318, which was passed by the General Assembly
and signed by me on June 2, 1987, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 499.

AN ACT concerning
Vehicle Laws - Transporting and Leaving Animals Cats and Dogs in
Motor Vehicles — Prohibitions
FOR the purpose of prohibiting a person from leaving an animal a
cat or dog unattended in a standing or parked motor vehicle
under certain circumstances; authorizing certain individuals
to use reasonable force to remove an animal a cat or dog
from a vehicle under certain circumstances; providing that
certain individuals may not be held liable for damages
directly resulting from certain authorized actions;
prohibiting a person from transporting an animal in a motor
vehicle except under certain circumstances; and generally
relating to transporting and leaving animals cats and dogs
in motor vehicles.
