Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 250.
This bill increases funding for Program Open Space to $29
million in fiscal year 1988 and $32 million in subsequent years.
The bill also dedicates $5 million to Agricultural Land
Preservation, $1 million to Heritage Conservation and $1 million
to Outdoor Recreation Land Loan Act.
Senate Bill 238, which was passed by the General Assembly
and signed by me on May 14, 1987, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 250.

AN ACT concerning
Program Open Space - State Transfer Tax -
Allocation of Funds
FOR the purpose of raising by certain amounts in certain fiscal
years the amounts of certain transfer tax revenues allocated
to Program Open Space; allocating certain amounts of State
transfer tax revenues to certain purposes; repealing a
certain deadline after which transfer tax revenues would no
longer be allocated to Program Open Space; providing for the
appropriation of certain proportions of transfer tax
revenues allocated to Program Open Space for certain
purposes; requiring the Department of Natural Resources to
consult with certain legislators concerning certain
recommendations for certain Program Open Space projects;
repealing certain obsolete provisions; providing for certain
consultation between certain departments in developing
certain recommendations for allocation of transfer tax
revenues allocated to Program Open Space; amending the date
by which certain local jurisdictions must make certain
submissions concerning their annual Program Open Space
programs; providing for a delayed effective date for certain
provisions of this Act; repealing a certain termination date
of Program Open Space; and generally relating to the
