WILLIAM DONALD SCHAEFER, Governor

(I) A CERTIFIED PESTICIDE APPLICATOR; OR

(II) A REGISTERED EMPLOYEE WHO HAS COMPLETED A
COURSE IN TERMITICIDE APPLICATION THAT IS APPROVED BY THE
DEPARTMENT AND IS MAKING THE APPLICATION UNDER THE DIRECT
SUPERVISION OF A CERTIFIED PESTICIDE APPLICATOR.

(2) (C) BEFORE OCTOBER 1, 1987, THE DEPARTMENT SHALL
ADOPT REGULATIONS TO CARRY OUT THE PROVISIONS OF THIS SECTION.

(D) ANY PERSON WHO VIOLATES SUBSECTION (B) OF THIS SECTION
OR ANY REGULATION ADOPTED UNDER THIS SECTION IS GUILTY OF A
MISDEMEANOR AND UPON CONVICTION IS SUBJECT TO A FINE NOT
EXCEEDING $2,500.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 727.

Senate Bill 727 requires that, when a petition of
guardianship of a child is filed, the attorney for the child's
parents must also be given notice in a case where the child has
been adjudicated to be a child in need of assistance, or
neglected, or abused.

House Bill 590, which was passed by the General Assembly and
signed by me on May 14, 1987, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 727.
