Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 84.

This bill repeals the Potomac River Basin Compact, involving
Maryland, Pennsylvania, Virginia and West Virginia, which
provides for comprehensive multistate water resources management
and regulation for the entire Potomac River Basin.

House Bill 667, which was passed by the General Assembly and
signed by me on April 29, 1987, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 84.

Preamble

WHEREAS, The Potomac River Basin Compact was a product of
the Potomac River Basin Advisory Committee, which was created by
