AN ACT concerning
Education - School Renovations
FOR the purpose of specifying that the cost of systemic
renovations may not be considered a construction or capital
improvement cost for purposes of State aid for school
construction; repealing the exemption from certain
provisions of the State Government Article relating to the
rules, regulations, and procedures of the school
construction program; and generally relating to State aid
for school construction.
Education - Public School Construction
FOR the purpose of requiring statutory authorization prior
consultation with the Legislative Policy Committee for
certain changes in the rules, regulations, or procedures of
the Public School Construction Program prior to adoption by
the Board of Public Works; authorizing the Legislative
Policy Committee to reject certain changes in the rules,
regulations, or procedures of the Public School Construction
Program within a certain time period; providing for the
effective date of this Act; and generally relating to State
aid for school construction.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Education
5-301.
(a) (1) For the purposes of this section other than
subsection (c) SUBSECTIONS (C) AND (G), the Board of Public Works
shall define by regulation what constitutes an approved public
school construction or capital improvement cost.
(2) The cost of [acquiring land] THE FOLLOWING ITEMS
may not be considered a construction or capital improvement cost
and may not be paid by the State:
