WILLIAM DONALD SCHAEFER, Governor
to lead proponents of his bill toward the final eradication of
the Christian oath; and
WHEREAS, Thomas Kennedy, by taking an unpopular stand in
defense of a small and powerless minority, at great personal
sacrifice, distinguished himself as a champion of justice and
liberty in the history of Maryland and the history of this
Nation; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Maryland State Arts Council and the . Commission on Artistic
Property are requested to jointly sponsor a statewide artistic
competition for the purpose of creating an appropriate and
lasting commemoration to Thomas Kennedy, for his courageous
contribution to the cause of religious toleration in Maryland;
and be it further
. RESOLVED, That the Maryland State Arts Council and the
Commission on Artistic Property shall:
(1) explore sources of funding for an artistic competition
and the commissioning of an appropriate work of art, from public
or private sources, and dedicate such funds as necessary to
create a worthy commemoration;
(2) solicit artistic proposals from artists throughout the
State;
(3) judge the proposals submitted based upon criteria
developed by the Council and the Commission;
(4) select a winning proposal and fund the work of the
artist; and
(5) donate the completed work of art to the State House
Trust for public display in or around the State House; and be it
further
RESOLVED, That copies of this Resolution be forwarded by the
Department of Legislative Reference to Rita Souweine,
Chairperson, Maryland State Arts Council, 15 W. Mulberry Street,
Baltimore, MD 21201; Oden Bowie, Chairperson, Commission on
Artistic Property, 350 Rowe Boulevard, Annapolis, MD 21401; and
Dr. Edward C. Papenfuse, Secretary, State House Trust, c/o State
Archives, 350 Rowe Boulevard, Annapolis, MD 21401.
