JOINT RESOLUTIONS

(3) 5 women and minority business owners representing
both traditional and nontraditional businesses; a member of the
public; and a designee of the Governor, all of whom to be
appointed by the Governor; and be it further

RESOLVED, That the Governor designate the Chairman of the
Task Force; and be it further

RESOLVED, That the Task Force report its findings and
recommendations to the General Assembly and the Governor in 2
reports by December 15, 1987 and December 15, 1988; and be it

further

RESOLVED, That staff for the Task Force be provided by the
Governor's Office; and be it further

RESOLVED, That the Task Force shall:

(1)  Review current State financed programs to ensure
that they are meeting their statutory responsibility regarding
women and minority business entrepeneurs entrepreneurs;

(2)  Evaluate the effectiveness and outreach of
existing training and management programs available to women and
minorities in business through the United States Government's
Small Business Administration, SCORE (Senior Core of Retired
Executives), community colleges, and other programs;

(3)  Examine the procurement process to determine the
degree of participation by women-owned and minority-owned
businesses and how to improve their access to the process;

(4)  Review
assistance services
minority-owned business
assistance available;

(5)  Make plans for the creation of a venture capital
network or other mechanism that provides matching funds;

(6)  Examine incubator programs designed for women and
minority business entrepeneurs entrepreneurs;

(7)  Identify problem areas that inhibit the ability
of women and minorities to participate fully in business; and

(8)  Make recommendations; and be it further

RESOLVED, That copies of this Resolution be forwarded by the
Department of Legislative Reference to J. Randall Evans,
Secretary of Economic and Community Development, 45 Calvert St.,
Annapolis, Maryland 21401; Earl F. Seboda, Secretary of General
Services, 301 W. Preston Street, Baltimore, MD 21201; and the

bank loan programs and management
to ensure that the women-owned and
community is aware of all the forms of
