SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

(House Bill 1195)

AN ACT concerning

Apprenticeship and Training Council -
Ratio of Apprentices Per Journeyman

FOR the purpose of prohibiting the Apprenticeship and Training
Council from adopting any regulation that would establish a
certain ratio percentage of apprentices to be employed per
journeyman; providing an exception to this prohibition;
providing for the construction of the prohibition; and
generally relating to the Apprenticeship and Training
Council.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 41 - Governor - Executive and Administrative Departments

7-405.

(a) The duties of the Council shall be to:

(1)  Determine the apprenticeability of trades in the
State of Maryland;

(2)  Encourage the establishment of local
apprenticeship committees where such committees are needed and
approve their programs;

(3)  Formulate and adopt standards of apprenticeship
which safeguard the welfare of apprentices, being guided, but not
controlled, by the standards of apprenticeship recommended by the
