the City of Bowie, and of Montgomery County with respect to such
bonds issued for projects and facilities in Montgomery County,
shall be continued in full force and effect, including their
obligation to levy taxes for the payment of the bonds, their
guaranty of the bonds, and all other obligations imposed under
existing law upon the two counties and the city in connection
with the payment of such bonds. The authority and power of the
Washington Suburban Sanitary Commission to request Montgomery and
Prince George's counties to levy an ad valorem tax at a rate
certified by the Commission as necessary to produce annually the
sum required to pay the principal and interest for the current
year on all outstanding storm and surface water drainage bonds
issued prior to July 1, 1987, and the obligation of Montgomery
and Prince George's counties to annually levy the taxes as
certified by the Commission, shall continue in full force and
effect until all storm drainage and surface water drainage bonds
issued by the District prior to July 1, 1987 have been retired.

SECTION 4. AND BE IT FURTHER ENACTED, That notwithstanding
any provisions of Section 1 of this Act, WSSC shall retain all
necessary authority for stormwater management within the City of
Takoma Park until July 1, 1990. Beginning on July 1, 1987,
neither Prince George's County nor Montgomery County may levy an
ad valorem tax on behalf of WSSC against property within the City
of Takoma Park. For each fiscal year beginning July 1, 1987, and
through the fiscal year beginning July 1, 1989, WSSC shall
certify to the City of Takoma Park the levy required to cover the
costs of stormwater management within the City, and the City of
Takoma Park shall levy an ad valorem tax and pay over to WSSC the
revenues from the tax to cover the cost of stormwater management
within the City. However, WSSC may not require, and the City of
Takoma Park may not levy a tax to pay debt service on bonds
previously issued by WSSC. Notwithstanding the provisions of
this Section 4, the duties and obligations of Montgomery County
and Prince George's County as set forth in Section 3 of this Act
with respect to bonds issued by WSSC shall remain in full force
and effect. Prince George's County shall be obligated during
fiscal years 1988, 1989, and 1990 for the debt service
attributable to the City of Takoma Park for stormwater management
bonds issued prior to the effective date of this Act.

SECTION 5. AND BE IT FURTHER ENACTED, That there shall be a
task force to study permanent solutions for stormwater management
in the City of Takoma Park and report its recommendations to the
General Assembly no later than July 1, 1989. The task force
shall be convened by the Mayor of Takoma Park and shall include:

(1) 2 representatives of the City of Takoma Park,
appointed by the Mayor;

(2) 2 representatives of WSSC, appointed by WSSC;
