(a) (1) [The WSSC] PRINCE GEORGE'S COUNTY shall cooperate
or contract with the United States in any matter relating to any
project for flood control and navigation in the valleys of the
Anacostia River and its tributaries in Prince George's County.
(2) Before any contract or agreement is entered into
with the United States and before any plan relating to flood
control projects or the maintenance or operation of flood control
projects is approved, [the WSSC] PRINCE GEORGE'S COUNTY shall
submit for consideration contracts, agreements, or plans
affecting State roads[, county roads,] or lands in any of the
parks and parkways under the jurisdiction of the
Maryland-National Capital Park and Planning Commission to the:
(i) State Highway Administration; AND
(ii) [County Council and County Executive of
Prince George's County; and
(iii)] Maryland-National Capital Park and
Planning Commission.
(b) [The WSSC] PRINCE GEORGE'S COUNTY may not approve any
plan or enter into any contract or agreement that is inconsistent
with:
(1) The purposes of the Capper-Cramton Act, Public
Law No. 284, 71st Congress; or
(2) Any agreement between the National Capital
Planning Commission and the Maryland-National Capital Park and
Planning Commission related to the park and parkway system,
authorized by the act.
(c) (1) [The WSSC shall issue bonds in an amount not
exceeding $1,500,000 in denominations and for terms as provided
in § 4-104 of this article.
(2) The bonds are the general obligation of the
sanitary district, and are guaranteed as to both principal and
interest by Prince George's County.
(3) Prince George's County shall guarantee the bonds
in substantially the manner and form of the guarantee of the
construction bonds of the WSSC.
(4) The guarantee shall operate as a pledge of the
full faith and credit of Prince George's County to the payment of
the maturing principal and interest of the bonds and, to the
extent that the taxes required by this subsection are inadequate
to provide the funds necessary to pay the principal and interest
in any year, the County Council shall levy on all property
