a bona fide sale or exchange or in which burial rights have
vested or been transferred as a result of a bona fide sale or
exchange.

[(d) Any item of expense in either budget for a stormwater
management project that serves only 1 county and is funded solely
by that county is not subject to approval or modification by the
county that is not served by the stormwater management project.]
3-101.
(a) The WSSC shall make surveys, plans, specifications, and
estimates for water supply[,] AND sanitary sewerage[, and
drainage] systems in those portions of the sanitary district that
the WSSC considers necessary.
(b) (1) The WSSC shall divide the sanitary district into
water[,] OR sanitary sewerage[, or drainage] districts, in the
WSSC's judgment, to best serve the needs of the various
communities and to promote convenience and economy of
installation and operation.
(2) The WSSC may proceed with construction in any of
the districts that the WSSC considers advisable. However, if the
construction is on the motion of the WSSC without petition or
request from an interested party, the WSSC may give reasonable
notice as the WSSC considers advisable.
(c) (1) On and after June 30, 1968, the WSSC may not
install, operate, or exercise any authority over drainage systems
in Montgomery County, except for that portion of the City of
Takoma Park in Montgomery County.
(2) ON AND AFTER JUNE 30, 1987, THE WSSC MAY NOT
INSTALL, OPERATE, OR EXERCISE ANY AUTHORITY OVER DRAINAGE SYSTEMS
IN THE CITY OF TAKOMA PARK IN MONTGOMERY COUNTY, EXCEPT AS
PROVIDED IN THIS TITLE.
3-102.
(a) When the plans and specifications for water supply[,]
OR sanitary sewerage[, or drainage] systems for any district have
been completed' and the WSSC has decided, after an opportunity for
a hearing has been given, to proceed with the construction, the
WSSC shall advertise, by notice in newspapers and technical press
as the WSSC considers proper, for bids for the construction of
the system, in parts or as a whole, as the WSSC considers
advisable.
