is sent, the owner of the property served may be sued for
collection in the same manner as private debts are collectible in
the County. Whether or not judgment is received on the
delinquent bill, the amount, including judgment, constitutes a
lien against the property to the same extent and in the same
manner as provided in Section 6-601 for special benefit
assessments.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

AN ACT concerning
Coal Mining - Hearings
FOR the purpose of repealing the requirements that the Department
of Natural Resources and the Land Reclamation Committee hold
a hearing on every application for a surface coal mining
permit or permit revision and that the Department hold a
hearing on every application for a deep mining permit;
requiring the Department to provide for the issuance of
issue public notice of the opportunity to submit written
comments or to request a hearing on applications for surface
mining or applications for deep mining applications permits;
providing an exception to the requirement that the
Department issue public notice of the opportunity to submit
written comments or request a hearing; requiring the
Department and the Committee to hold a joint public hearing
on any surface coal mining permit or permit revision
application upon request; providing for the right of
successive renewal; reducing the public notice period for
public hearings; requiring the Department to provide certain
information to interested persons; requiring the Department
to hold a hearing on any deep mining permit application upon
request; generally relating to the regulation of coal
mining; and making this Act an emergency measure providing
for a certain effective date.
BY repealing and reenacting, with amendments,
