take effect July 1, 1987.

AN ACT concerning
Garrett County - Alcoholic Beverages
FOR the purpose of establishing issuing fees for certain classes
of alcoholic beverages licenses in Garrett County; repealing
provisions of law for requiring licensees to buy wine and
liquor from county dispensaries; repealing provisions of law
requiring the county liquor board to determine whether a
business is likely to enhance recreational, business, and
economic development of the county before issuing a license;
eliminating the existing Class D beer, wine and liquor
license for the county; providing for multiple types of
Class D beer, wine and liquor licenses in the county,
setting qualifications for those licenses, and setting
annual and issuance fees for those licenses; providing a fee
payment election for certain applicants for certain new
licenses; exempting certain county licensees from issuing
fees; establishing a period for renewal of county licenses;
altering the days of the year on which wholesale licensees
may sell or deliver alcoholic beverages to retail licensees
in the county, altering the days of the year on which retail
licensees may sell alcoholic beverages in the county;
repealing certain provisions of the law referring to the fee
and surcharge of certain licenses; abolishing the clerk of
the board of license commissioners; requiring the County
Commissioners to provide certain support services, including
legal counsel, to the board of license commissioners; and
generally relating to the sale and regulation of alcoholic
beverages in Garrett County.

Section 8(a), 16(a), 19(a), 20(a), 21(a), and 63(a)
