between the total number of miles of coal haul roads in the
municipality and the total number of miles of coal haul roads in
all municipalities within the county.

SECTION 2. AND BE IT. FURTHER ENACTED, That this Act shall
take effect July 1, 1981, and shall remain effective for a period
of [6] 8 years and, at the end of June 30, [1987] 1989, and with
no further action required by the General Assembly, this Act
shall be abrogated and of no further force and effect.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

AN ACT concerning

Talbot County - Property Transfer Tax

FOR the purpose of authorizing the Talbot County Council, subject
to certain provisions of State law, to impose a tax at a
rate determined by law by the County Council and set, by
law, the rate of tax, not to exceed a certain amount, on
certain instruments of writing; specifying certain
exemptions; requiring the Clerk of the Circuit Court to
collect the tax and to affix to or stamp on a certain legend
as evidence that the tax has been paid; prohibiting certain
acts on imposition of the tax under this Act; providing for
certain penalties for certain violations of this Act; and
generally relating to a property transfer tax in Talbot
County.
